Washington D.C.-Specific Insurance Considerations

National Park Service / Federal Parkland (National Mall & Beyond)
This is D.C.’s most important insurance distinction. Events on federal parkland-including the National Mall, memorials, President’s Park, the Tidal Basin, and the C&O Canal-are administered by the National Park Service (NPS) National Capital Region, NOT the DC government. NPS special event permits require public and employee liability insurance with a minimum of $1,000,000 per person per claim and $3,000,000 aggregate per incident. The policy must name “the United States” as Additional Insured and must specify NO right of subrogation against the United States. Permits can be requested up to a year in advance. We provide certificates meeting all NPS National Capital Region requirements.

D.C. Temporary Alcohol Licenses (ABCA)
In D.C., licensing follows the sale of alcohol, not the pouring of it. If you’re hosting privately and the drinks are genuinely free — no cash bar, no ticket, no cover — you generally don’t need a license from the Alcoholic Beverage and Cannabis Administration (ABCA, formerly ABRA). But charging admission counts as a sale even when the bar is free, so ticketed fundraisers and galas do need one. Venues that charge for food, space, or entertainment carry their own licensing obligations, so confirm with yours either way.
When you do need a temporary license: Class F covers beer and wine ($130/day); Class G covers spirits, beer, and wine ($300/day). Licenses run 1 to 4 consecutive days. File at least 20 days ahead for outdoor events, 7 days for indoor. Any applicant 21 or older can apply — you don’t have to be a nonprofit.
Two shortcuts worth knowing: hiring a D.C.-licensed caterer lets you serve under their license instead of pulling your own, and if your venue is already licensed, a one-day substantial change permit may be all you need.
Important: alcohol licenses from Maryland or Virginia do NOT authorize alcohol sales or service in D.C.

DC Government Property (Events DC)
Events on District-owned property require certificates naming “District of Columbia” or “Events DC” as Additional Insured, depending on the venue. DC government properties (including the convention center and Eastern Market) have specific certificate requirements.
