Pennsylvania-Specific Insurance Considerations

Pennsylvania Special Occasion Permits (PLCB)
Pennsylvania requires a Special Occasion Permit from the Pennsylvania Liquor Control Board (PLCB) for organizations selling alcohol at fundraising events. Permits are limited to eligible nonprofit entities and may be used up to nine days plus an additional 10 consecutive days per calendar year. First-time applicants must apply 30 days in advance; returning applicants need 10 business days. Permit holders must notify local police 48 hours before the event. Most private events (weddings, parties) where alcohol is served free—not sold—don’t require a permit. Host Liquor Liability is included in all our policies at no extra cost.

Pennsylvania Dram Shop & Social Host Liability
Pennsylvania has strict dram shop laws. Licensed establishments (including caterers and bar services with liquor licenses) can be held liable for serving visibly intoxicated patrons or minors who later cause harm. Social hosts (private individuals without a liquor license) are generally NOT liable for serving intoxicated adults, but ARE liable for serving anyone under 21. If you hire a licensed caterer or bar service for your event, they carry dram shop liability—but most venues still require you to carry your own event liability coverage.

City of Philadelphia Requirements
Philadelphia has some of the most specific insurance requirements in the state. Certificates for City property and Fairmount Park must name “City of Philadelphia, its officers, employees and agents” as Additional Insured AND specifically reference your event name and date. We provide certificates with this exact wording.

Pennsylvania State Parks (DCNR)
Events at Pennsylvania State Parks (including Presque Isle in Erie) require certificates naming “Commonwealth of Pennsylvania, Department of Conservation and Natural Resources (DCNR)” as Additional Insured. State park events have specific permit timelines and requirements.

Tent Permits
Many Pennsylvania municipalities (especially Philadelphia) require separate tent permits for tents over 10′ x 10′, which require proof of $1M general liability coverage. If your event uses tents, factor this into your planning.

University Venue Requirements
Pennsylvania’s many universities (Penn State, Pitt, Penn, Temple, Lehigh, and others) each require specific Additional Insured wording naming the institution. We provide certificates meeting each university’s requirements.

Winter Event Considerations
